Job Description

Benton Franklin Community Action Committee is seeking an experienced and motivated individual to assist in the management and direction of the day-to-day operations of a multi-funded organization providing a wide variety of services that serves residents in Benton and Franklin Counties in Southeastern Washington State. The successful candidate must be a strong administrator with highly developed management skills. Candidate must be a self-starter and goal-oriented with strong marketing, communications, organizational, and supervisory skills. Candidate must have strong computer skills. Candidate will be responsible for collaborating with a wide range of agencies and non-profit organizations.

The Deputy Director assists the Executive Director in providing administrative services and functions as a member of the agency’s Executive Team in setting and implementing strategic goals, shaping agency direction, policy development, and other organizational issues. Assists in providing agency-wide planning; preparing and administering budgets; developing policies and procedures; development of applicable reports and delivery of support systems within the agency.

Advocates for and communicates resource development issues to the Executive Team. Participates in and may organize jobs, positions and teams and may make employment recommendations within policy regulations. Helps develop and ensure an effective relationship between agency programs and all public entities, clients, constituents and benefactors.

 The Deputy Director performs the duties of the Executive Director in the absence of the Executive Eirector and special assignments at the direction of the executive director. Provides supervision and technical assistance as needed for monitoring and managing departments and assists in implementing the overall agency mission.

Requirements

Education and Experience:

BA or BS degree in business management, business administration or related field, including at least:

• Five (5) years direct experience in senior management and grant writing, preferably in a social service field or graduate level education including at least:

• Three (3) years of solid management experience
• Two (2) years experience in financial management, contracting and budgeting

OR

Five (5) years prior experience in related field with progressive responsibilities, including at least:

• Four (4) years of solid management experience in planning, administering, development or delivery of programs
• Three (3) years experience in financial management, contracting and budgeting plus demonstrated experience

Note: A combination of relevant work experience and education may be considered if it demonstrates the ability to perform the essential duties of the position.

  Knowledge:

• Considerable Knowledge of local, state, and federal laws and regulations; of business and management principles involved in strategic planning, resource allocation, and leadership techniques; of accounting, budgeting and financial principles; and of the principles and practices of public administration and management.
• Considerable knowledge of program procedures and guidelines.
• Considerable knowledge of local communities and/or the ability to quickly become cognizant of and skilled in communicating with varying organizations and others in the field of social services.
• Considerable knowledge of staff supervision and personnel management.
• Considerable knowledge of interviewing and assessment techniques.
• Knowledge of public relations with media, governmental agencies, and community organizations.
• Proficient knowledge of computer software (Microsoft Word, Access, Outlook and Excel).
• Proven knowledge and/or experience in the development program/grant proposals writing process. Solid record of successful contract negotiation experience.
• Experience with the budgeting process comprised of multi-source funding.

• Ability to analyze complex problems, make sound recommendations for solutions and prepare working procedures.
• Excellent communication skills, both written and oral, ability to speak and present in public with people of all socio-economic backgrounds.
• Experience in understanding financial reports, monitoring budgets and working within budgetary limitations.
• Ability and willingness to work outside of normal business hours to attend meetings, make presentations, and willingness to attend out-of-town meetings etc.
• Ability to make presentations to community groups, private organizations, and government officials regarding the available programs.
• Experience working and maintaining a teamwork concept within staff and inter-department coordination.
• Experience working with advisory and/or policy setting boards or groups.
• Experience serving low-income communities or demonstrated interest in issues affecting low-income communities.
• Experience, willingness and ability to work with people from a variety of racial, cultural and economic backgrounds, with various lifestyles, sexual orientations, and of all ages.
• Belief in agency’s mission and ability to translate that mission to department staff.
• Experience using social media to further organizational goals and objectives.
• Access to reliable transportation, valid driver's license, vehicle insurance that meets Washington State’s minimum guidelines and the ability and willingness to travel when necessary.

Physical Requirements:

Essential functions require sufficient physical ability to stand or sit for prolonged periods of time and operate office equipment requiring repetitive hand movement and fine motor coordination including use of a computer keyboard.

PREFERENCE WILL BE GIVEN FOR EXPERIENCE IN THE DELIVERY OF HOUSING, ENERGY ASSISTANCE, AND WEATHERIZATION PROGRAMS.

A VALID DRIVERS LICENSE, INSURANCE, and RELIABLE TRANSPORTATION ARE REQUIRED.

BILINGUAL (ENGLISH AND SPANISH) PREFERRED, BUT NOT REQUIRED.

FREQUENT TRAVEL, EVENING AND/OR WEEKEND WORK IS A PART OF THIS POSITION.
