Key Responsibilities

  • Requirements Documentation (Statements of Work / Statements of Objectives Performance Work Statements):
  • The contractor shall provide assistance in the development of a variety of acquisition-related program-supported business documents in accordance with U.S. Army Corps of Engineers (USACE), Federal Aviation Administration (FAA), General Services Administration (GSA), CBP, Homeland Security Acquisition Regulation (HSAR), and Federal Acquisition Regulation (FAR) regulatory requirements, and applicable policies, procedures and/or Federal directives.
  • The contractor shall develop requirements documentation meeting all applicable agency and federal requirements and deliver such documentation to the Government for review and submission to Procurement.
  • Market Research/Determination of Findings/Analysis of Alternatives:
  • The contractor will assist the Government in the preparation of Market Research, Determination of Findings, and Analysis of Alternatives (AoA) documentation.
  • Market Research and AoA documentation must consist of industry research and analysis of a minimum of three (3) vendors who can meet the criteria required.
  • Cost Estimation:
  • The contractor will assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements.
  • The contractor will conduct the necessary research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs.
  • The contractor will collect and analyze data in order to estimate the time, money, materials, and labor required to complete a project and/or procure a product.
  • The contractor will create templates and document processes related to the cost estimating process and serve as the cost estimating subject matter expert for the PMO.
  • The contractor will develop baseline cost estimates for projects or products that are used frequently (i.e., general cost of paving, etc.).
  • Additionally, the contractor will lead the development of metrics to track the cost estimate versus the actual cost and to create mitigation strategies to resolve differences.
  • As the subject matter expert in cost estimating, the contractor will create and provide cost estimation training to employees within the PMO and create quality assurance measures to ensure cost estimating best practices are being utilized.
  • Funding Management & Budget

  • The contractor shall manage, track, and report on the required funding and the budget for the initiative, project, or task in its purview.
  • All information shall be reported to the Government monthly.
  • This includes submitting Purchase Requisition Requests (PRRs), tracking financial actions in the CBP financial system of record, SAP, and working with servicing agency partners on available, expensed, and obligated funding.
  • All project costs shall be tracked in TRIRIGA, or its replacement, and updated at a minimum once a month.
  • Building Operations, Maintenance, and Repair

  • Building Operations, Maintenance, and Repair (BOMR):
  • The contractor shall support Program, the PMO with support of operations, maintenance, and repair contracts.
  • Maintenance and Repair Planning:
  • The contractor shall assist in sustainment and support planning.
  • The contractor shall conduct trending and analysis on historical data and upcoming requirements to support budget and execution planning.
  • The contractor shall provide recommended budget, plans, and execution strategy to the Facility and Infrastructure Manager and BOMR Corridor Manager.
  • Maintenance & Repair (M&R) Coordination and Reporting:
  • The contractor shall prepare a monthly M&R Coordination report that outlines existing M&R project status to include, but not limited to cost, scope, modifications, project percent-complete, and logistics support status.
  • The contractor shall maintain data and contract information to ensure standard and ad-hoc reporting requirements are able to be met by the Government.
  • The contractor shall also track and prepare documentation for the execution of task orders conducted to support their assigned area of responsibility and track all funding utilizing Federal purchase cards.
  • Maintenance, Repair, & Operations (MRO) Data Management:
  • The contractor shall manage all data associated with the facility MRO program to include facility deficiencies in TRIRIGA (or its replacement), facility operational contracts, facility maintenance contracts, and building systems.
  • The contractor shall coordinate with the BOMR Corridor Managers, the Financial Management Branch, and the project analysts managing the real property information in the real property system of record, TRIRIGA (or its replacement).
  • Data consists of both quantitative and qualitative information held by the MRO program.
  • The contractor shall maintain all data held in the CBP document repository SharePoint (or its replacement).
  • The contractor shall assist in out-year budget planning and current year budget execution on maintenance, repair, and operational contract actions.
  • The contractor shall assist the Government in spend plan analysis as needed.

Qualifications

Required :

Compensation & Benefits

  • Salary Range : $110000-120000 (Compliant with salary transparency laws, including California, New York, and Colorado).
